website won't appear

Hi there, whenever i try to log on a certain website this appears "FATAL ERROR: register_globals is disabled in php.ini, please enable it!

Does anyone know what it means?

the guy that's made the website has made a mistake in the programming. nothing you can do about it; hope they fix it.
