limiting incoming email size

Does anybody know how I can restrict incoming email size in Outlook Express on Windows XP so I can limit individual incoming email to, say, 1MB?

Used to be able to do this when using Windows 98 but cannot find how to do this with current set up.

go to, MESSAGE

then to, create rule from message

inthe 1st box, check the one that says, limit to certain size, think that's right.
