Hal is the Hardware Abstraction Layer and you will need an XP cd to fix it. You need to run a repair on your installation. Find someone with a disc an borrow it.
Depending on the make of your computer, eg compaq etc.You should be able to contact them giving them the model number etc, and they may send you the original installation disks. This will have everything you need including the operating system.

Usually if Windows xp is pre installed the pc is setup with an in built system recovery which will re install windows for you without the need for the xp discs. I take it you dont have this on your pc ?

I think you can reapir that with a standard startup floppy disk, I had that error a while ago, and I'm sure theres a method with floppy disk. type the error into google and look for instructions.
