Does anybody know how to re-create the famous pop-art, except with a personalised picture? 21st b'day present, any packages/software/tools available?!?

You could commission an artist who works in that media? It's actually a screenprint so would we quite easy to reproduce with a photograph of the birthday boy/girl. Laurence Llweyllen Bowen did one for my friend as part of a make over and it took him not time at all. Try abacus-gallery.com or www.arts-studio.com -you can commission them to do reproductions. I think you are going to be talking about �200+ for a screenprinted one though. Alternatively, get an arty friend to draw the graphic image or use a photpcopy then project onto a screen and fill the colours in your self? Hope this helps!
Download PaintShop Pro which is shareware then do a search for PSP or Photoshop filters (most work with PSP). I'm sure you'll find something to get near the result you're looking for.
I'd try scanning in a colour photo, the clearest you can find, and then pushing up the contrast to the max. There should also be some filters such as posterize or something like that which you can play around with to your heart's content until you come up with something you like. I just had a play with Photoshop and came up with something very easily, but most art programmes out will let you do quite crazy stuff. Have fun!
