Where do i begin in creating an online booking from that could be used for a hotel and placing it on a secure part of a Cobalt RAQ4 server

I can go some way (in fact all the way) to helping you achieve this, but it's outwith the scope of a quick answer, and therefore of this site. Are you using your own dedicated RaQ? Is this your own site? Are you competent in scripting? How are you planning to transmit the booking data back to the hotel? Do you need secure online transactions? Do you need online schedules visible to the client? etc. etc. etc.
