I'm trying send a text to someone including a picture attachment .

I keep getting:- ''message not sent : service not activated on network ''

However it works sending it to a different  mobile number .

Any ideas please ?

Have you got credit?

Maybe the recipient does not have mesage activated

Or sounds like no network signal. Check you have a strong signal before you try to send. I get this but I'm in a bad signal area I sometimes have to go outside to get a signal.

I'm at a loss as to why you might get that message when attempting to send to one number but not to another.

However the most common reason for seeing the message is a lack of (relevant) credit.  That comes about when you're using 'bundles' of texts and data.  Such 'bundles' include SMS (text) messages but not MMS (picture) messages.  In order to be able to send those, you need some 'ordinary' (i.e. 'non-bundle') credit on your phone in addition to your 'bundle' credit.

You could install something like messenger or WhatsApp and use those logged onto your home network. Less of an issue with file size or credit then.

Could it be that the reason it works on the other number is because that number is on the same network provider as my phone ?
