Smart Photo & Doc Organising Software - Does This Even Exist?

yet again i have loaded up my drives with unnamed photos, copies of thing, - basically its really badly organised

main issue is fear of losing stuff so i end up keeping copies but not know where and when theyre from etc

and documents sometimes its named the same but has been edited a little but does show that in the size etc - especially since im moving stuff around

its obviously tedious sorting things out

does any type of software exist that can 'smart sort' - like grab things based on meta data - or the subject - but sort it all for you into folder etc?
not necessarily delete stuff - just organise it all in to lots of folders?

i keep doing bit by bit but it drives me insane

funnily enough though, ive been considering that, since its such a pain, there are people out there who might pay a fee for having it done for them ...
i wouldnt mind so much if i was getting paid - its just my own stuff that is annoying me haha

I recently discovered this website, which provides information and download links for hundreds of free programs associated with image handling. (I've found some really useful stuff there):

If you click on 'Albums', and then look down the 'Local gallery and archive software' column, you'll see several programs there which can help you organise your photos. In particular, this software looks as if it might go some way towards meeting your needs:
