Trams.....illegally overpacked?

I am going to write to my local MP and complain about the MAJOR and possibly illegal overcrowding of our trams, which poses many Health and Saftey issues. Is there a site which gives the legal capacity of passengers that the tram is allowed to carry?

It depends upon whether a tram is legally a bus or a train.
If it's legally a bus then there will be a legal limit to the number of passengers. This should be displayed both inside and outside the vehicle.
If, however, a tram comes under the same legislation as trains (which I believe is the case), then there are no statutory limits on the number of passengers. All of the relevant research shows that overcrowded trains are much safer than semi-full ones (because people won't be thrown about in the event of an accident). To clear a busy rail station platform. I've managed to get about 2000 people onto a 450 seat train before now. I had absolutely no concerns about doing so because that train was far safer than a 'normally-loaded' one.
Most modern trams are designed to cope with well over one hundred people standing. To check on the actual design characteristics I suggest visiting the website of the tram's manufacturer.

Tramways are designated Light Railways.
The Nottingham Express Transit (NET) state their trams as having a passenger capacity of 62 seated and 129 standing.
