You seem to have answered your own question! ("I thought that it might be a problem with my smtp settings"). Outlook is notorious for corrupting email settings, irrespective of which version of Windows it's used with. Check that you know the correct smtp setting for your email provider. Lists here:...

Check that you know the correct smtp setting for your email provider. Lists here:
http://www.geeksquad.co.uk/articles/email-server-settings-setup-guide
and here:
https://www.arclab.com/en/kb/email/list-of-smtp-and-pop3-servers-mailserver-list.html

Click File > Account Settings > Account Settings
Click on the name of your account
Click 'Change'
Check (and correct, if necessary) the information under 'Server Information'

If that doesn't work, check that you know all of the relevant information for your account, delete the existing account and then create it again.

Thanks Buenchico for the answer I don't seem to be able to find the exact account settings, You say click file, where do I find that in windows 10?
Open Outlook and (just as with almost all programs) 'File' should be at the top left:

In my question I said that I was using outlook when in fact I am using outlook.com for my mail, there is no file icon on the outlook.com page, I just can't seem to find the page where I can check my smtp settings.
GRRR!! GRRR! DOUBLE RUDDY DOUBLE GRRR!

No, I'm not getting annoyed at you! It's flamin' Microsoft that annoys me by giving the same name to two entirely different things!!!! (There have been loads of thread on AB where the confusion between Outlook and Outlook.com has led to misunderstandings).

It could be that your IP address has become associated with spam, resulting in it being blocked from sending new messages. (Most ISPs use 'dynamic' email addresses, so you could currently have one which was previously used by a spammer). Check your current IP address here:
http://whatismyipaddress.com/
Then disconnect your router from your phone line (/cable) and wait a minute or two before reconnecting it. Go to the same link and check that yoo've been allocated a new IP address. Then try sending mail again.

Also take a look here to see if anything is relevant:
http://windows.microsoft.com/en-gb/windows/outlook/errors-sending-mail
If not, try the 'Contact Customer Support' link at the bottom of the page.

However Hotmail/Outlook has always been an abominable service. If you really get stuck (or you're simply wise enough to seek a better email provider anyway) get a new email account here
http://www.gmx.co.uk
and use the 'Mail Collector' facility to get emails sent to your old Outlook address automatically forwarded to your new GMX one.
