Alcatel T'pop Won't Ring Htc Desire

I have an Alcatel t'Pop phone on the Virgin network; my husband has an HTC Desire on Giffgaff. While the HTC received calls with no problem from other phones, when I tried, it went straight to voicemail. We've disabled voicemail on the HTC, but now I'm simply cut off when I try to phone it. I know I have the right number as I can send texts which get through. I can use the Alcatel to phone all my other contacts and the HTC can phone the Alcatel.

I would appreciate help in solving this mystery.
