does anyone know where I can get one with all the rom games that came out.

Emulators for most of the popular consoles and computers both old and new can be found at www.retrogames.com/
Roms (and I'm assuming you mean the games sold at that time) are a different matter and you will have a hard time trying to locate them on the net as it is considered piracy. Saying that, there are plenty of homebrew games available that you can use and even some previously commercial games where the authors have offered them up in to the public demand.
If you already own the games, then while not strictly legal, they can be found via a google search.
