What are the options if stopping multiple users on a web site? We have nearly finished ours now and realized how this could be a major concern.

Yes but what are the best counter measures?

Unsure how you got in that position. You planning of telling folk it is in use and they have been put in a queue to use it. "You are number 2,546,918 in the queue, estimated waiting time is .... 2 years 3 moths and 6 days" ?

I'd have thought as a web site, it needs to be designed for multiple use.

Given you are in that position I can only think you need to detect activity and block all other incoming access from other addresses with a "busy - try again later" screen.
