I have just been given a new ipad mini, while setting up or trying to I have noticed that before you can download any free apps you have to give then your card details first...I can understand if you are buying apps but I don't see why you have to give this info out when the apps are free.
Can I download them via my pc and then transfer later?

You don't, you can set up an AppleId without card details, the only snag is you'll need another id if you do want to buy anything

My sister has got an apple id with no card details on it. When she wanted to buy something I just bought her an e gift card on my ID and sent it to her, you can also buy apple gift cards in supermarkets.
