Packard Bell PC high pitched whine

My Pakard Bell PC will not boot up and is omitting a high pitched whine. I remember having this problem a while back, and it sorted itself out but this time it is not doing so. I have checked all the connections and they are fine. Any help gratefully appreciated. Thank you.
