advice appreciated as to the best tablet pc on the market.price would be a factor.

A tablet is a tablet, and a PC is a PC. So a "tablet PC" is a bit of a misnomer.

Do you mean a tablet like an iPad or Samsung Galaxy Tablet?

If so then they are the best two tablets on the market, but they are the most expensive. Both are available around 10" screen size.

You say price is a factor, so how much are you willing to spend?

With tablets (like most things) you really get what you pay for. Better screens, better cpu, more memory, more reliable etc.

You can buy a 7" as they are cheaper, but you do of course get a smaller screen size. The Google Nexus has just come out, a 7" tablet.
The tablet market is split into two main "camps".

There is Apple with their iPad, that runs their own operating system called iOS.

And there is the other main operating system called Android (from Google) that is used in Tablet and smartphones from lots of different companies.

There are others that dont use iOS or Android, but you are probably best using one or the other as they have their own app store where you can download apps.

Note an app that runs on iOS wont run on Android and vice versa, but many people write their apps so they run on both.

If you buy a NON iOS or Andriod then you may find that many people dont write apps for them.

To get the top of the range 10" tablet you are talking over £300, much more if you want more memory or a phone card in it.

"Best"? The tablet to buy is the one that does everything that you want it to do, at the lowest price. Apple, Asus and Samsung have the "best" end of the market cornered, but at a premium (the cheapest reasonable one is the Samsung Galaxy Tab 2 7.0 8 Gb at about £180). The Apple iPad 3 16Gb wifi + cellular is the best part of £500, and could be described as "the best" at the moment.
Warning! Buy a "cheap" tablet and regret it very soon after purchase- I know several who have.
Also take a look at the new Google tablet. Nexus 7

My wife has had this for about three weeks now (since it came out) and is very pleased with it , had a look myself and also think this is also a good buy.just under £200 . The decision is yours as they say, google the ones mentioned read the reviews and take the plunge, remember there is not a tablet on the market that will do what everybody wants it to do. It is a case of what personally suits you best, also check out the screen sizes as this makes a massive difference.
I generally preferred any one of the following brands
1) Apple Teblet
2) Google Nexus 7
3) Samsung Galaxy
4) Lenova ThinkPad Tablet
