bluetooth from phone to pc

i cant get my pc to accept what im bluetoothing, it says "bluetooth file not completed" can anyone help please

You may have to set the PC in the correct mode so it's waiting to receive a file before sending it from the phone.

ive done it before but for some reason it wont do it, how do i do what you say?
