What does "IRQL not less than or equal" mean?

 I recently put a computer together from parts that i ordered and yet when i run the windows XP cd i keep on getting an error stating:

"IRQL not less than or equal" on a blue screen of death interrupting whatever i'm trying to do with the XP cd - formatting, installing etc.

What's wrong with my computer and how could i fix it?

This is a Bugcode normally associated with incompatible drivers but as you are not yet in a position to install these it is probably a hardware problem associated with your memory card(s). Did you take anti-static precautions when assembling your PC and only hold the RAM by its edges when installing it. Are you sure that the RAM is securely seated, both clips will have snapped up to an upright position. It is surprising how much force is needed sometimes to achieve this.The RAM card(s) may be faulty even if you have taken all these precautions, a large percentage of PC hardware is faulty from new. Check all of this and as a last resort substitute a fresh RAM card into your system, it`s at an all-time low price at the moment.
There gave been suggestions that this could be associated with network cards too. Check the driver is the most up to date.
