Depending on the context, i.e. program or person, a localizer is used to make documentation, software or text of some kind readable in another language. Localization is basically translation but it also encompasses things like adjustments needed due to religious or cultural differences. For example a particular picture on a website may be offensive when used in a particular way, for example a picture of a cruicifix on a red background may offend someone of Christian faith.
