I could not agree with you more, exdc. They are not proper police at all. They should be out catched some real criminals instead of penalising the motorists which are already treated like "wallets on wheels" and taxed to the hilt.

speeding is still an offence non the less.

Cycling "furiously" and failing to practice archery are also offences.

But nobody takes them seriously.

There are no victims of speeding drivers.

Only victims of careless or reckless drivers.
Speed doesn't necessarily cause accidents, it just makes an accident bigger.
There are many foolish drivers out there who overestimate their abilities whether that is at 20mph or 80mph.
But unfortunately the police cannot prosecute for foolishness, only a measurable offence such as speed. Is this wrong? maybe, but it also makes a great deal of money too...
