Could a IP address be traced? If a person ordered items online through a credit card, and the credit card was not there's (identity theft), could it be traced back somehow?

Yes, with not much effort at all.
The problem being that sort of crime would probably done from a cyber cafe, not using a personal account.

Yes, reasonably easily and accurately, but there are relatively simple methods of browsing behind a false IP address.

I won't elaborate as there are very few legitimate reasons to need to know how!

Its not much effort! just type Tracert <IP ADDRESS YOU WANT TO TRACE GOES HERE> into the Command prompt and Press enter!
IP address can be used to prevent identity theft or credit card fraud detection.

There are some websites provide the fraud alerts for online merchants to prevent credit card fraud and chargebacks, such as http://www.fraudlabs.com
