Hi, I recorded some music from a pirate radio station about 20 years ago and to this day I don't know the artist or title.
It is some jazz/blues type song, sounds like 60's or 70's

I want to know how I can get it off the original cassette onto a PC format and upload it to Youtube and see if anyone can identify the track.

You could try playing it over the phone to Shazam.
Use free software called Audacity. Find it with google and download.
you will need to connect the output from your cassette player to the line input of your computer. and then use Audacity.
You can get a small USB connectable cassette player off the internet for about £15. Used with audacity as Vascop suggests it is very easy to digitise and clean up and you can save as an mp3 file too.
