iphone 4 and facetime

My iphone 4 has no facetime app but its there in my settings, and it says its turned on.

I have tried searching for it in my phone by typing it in in the search box but nothing appears.

I'm a tad confused as to why it appears in my settings but not available to use on the actual phone.

Can anyone shed some light on this please?

It's not an app on my iPhone. Select the contact from your contacts list and you have the option of "send message", "FaceTime", "share contact" and "add to favourites"
