load it into MS Paint and press CTRL+W

You can stretch it there.

Try Ctrl and "+" together.

You do realise that you won't see any more detail of you increase the size, you'll just have a larger picture what will possibly be blurred or pixalated.

You mean it isn't like CSI Chuck where they zoom in to a few pixels and can read a car's number plate?
