sorry should read Desktop
There is not a good program for optimising any Windows. At best these programs are mis-sold.
This is a long, manual process which you have to learn to do by reading/studying and using a variety of tools to clean/compact registry and other areas. Modern PC's do pretty well without too much attention.
If you do NOT have relevant experience .. no-one can explain it all here .. you should reformat and re-install.
You may do better checking/reducing ALL background processes first, before compacting registry.
Tuneup utilities 2011 is a good one and I know it works on xp,vista and windows 7,
Download and run Auslogics Disk Defrag the free one and it has a function that will analyse degrag and optimise your hard drive. Registry Mechanic is one of the best programs for optimising Windows .It is a paid program but will do all that ask of it. Glary Utilities is another free program which will help you as it has a one click maintenence part which you can often to keep your computer working good as well as modules thar allow to optimise your OS the good thing about it is that it is not too hard on things compared to say CC Cleaner
