Problems accessing files under Windows XP - Access is denied

My Windows ID is an Administrator, but I have one file that I cannot access as Windows says "Access is denied"

I think I have fixed this problem in the past by changing ownership of the file, but I forget how to do that

Help would be appreciated

What file are your trying to access? Is it a system file or in use by another program?
lol Hope you are not trying to access someone else.... :-)

It's a regular mpeg file (nothing special), and not in use by anyone or anything else
In that case, try right clicking on it and choose properties. You should have a security tab where you can allocate yourself full control.

But there is no security tab!
or perhaps not
Try and look at it in safe mode.
