Is it possible to get on an ebay account by using someone elses account, as my sons PC has broken and he wants to use mine to access his account?

An eBay account isn't linked to any particular PC.

As long as you know your username and password you can access it from any (internet-connected) PC anywhere in the world. So I can see no reason why your son can't access his account from your PC, but that's got absolutely nothing to do with your own eBay account (or even whether you've actually got one).
