Blogger off line

I have been using Blogger to create blog sites and interlinking them to form 'virtual websites' and using it quite effectively. It is extremely simple and it suits my needs better than using a proper website. But I would like to use the same concept to create an interactive 'site' off line that I can give to people on disk. Can anyone recommend a simple software that I can use which would provide that capability (free software preferably? Thanks in advance.
