I am looking to scan in and print out business cards onto a sheet of A4 paper.

If I individually scanned each card and converted it to pdf, is there anyway of puting all the pdfs (which would be card size documents) into one A4 page

I lay out the cards on the scanner in A4 layout and then you can get about eight to a page, save in your favourite format as pages and then you can combine them into one document using your favourite word processor to print, email etc as you like
Scan the cards individually as jpg files & insert into Word to print, or...

scan all the cards onto A4 size scan to make one jpg file (with multi cards). Insert into Word & print out as above.

Any ideas how to convert pdf files to jpg?
dont think you can, pdf are for written documents which might contain pictures/graphics but jpeg are for photo type documents
not used it myself

but your scanner software should scan to jpg directly
PDFzilla is just one program which can convert pdf to jpg or bmp. If you do a search you'll find that are various others.
