unable to access temp file folder

After defragging HDD yesterday I came across this file which I cannot access C:Users/temporary Internet Files -864KB. When I try to access it I get a Security Warning Popup Window which states 'Your current Security settings do not allow this file to be downloaded'
I do not usually save Temp Internet Files and would like to access it so I can view what is in folder before deleting.
I am not sure which security settings the popup window is referring to, could it be Windows Firewall or something else. Glad of some advice from you Computer experts!
