Vista Explorer function driving me mad

There doesnt seem to be a file manager system. It is Explorer in XP ? Cant seem to do the same thing in Vista. I used to manage very well using File Manager in Windows 98 opening two of them and dragging and dropping files across to organise things.
In Vista if I try to drag files across from a USB key to a folder in C:\ they slither out of the way and you drop them into any folder by mistake.
Has anyone else found this annoying ? Is there a solution , I cant think it was designed to be so tricky.?

I have vista and really dont like it. When I had XP I used to drag and drop files by opening 'my computer' then clicking 'folders' (this meant you had a big screen showing what you were wanting to drag and drop and the sidebar to drop it into) I cant seem to do this on vista. I ended up opening 2 windows and copy and pasting the file I want to move. Its really annoying. Sorry but that probably doesnt help much :-(
Not sure that I understand your question. Much as I hate Vista, dragging and dropping files is not significantly different from how it was is 98 and XP.
You will find Windows Explorer in Start/Programs/Accessories (Start/All Programs/Accessories if you are using the children's menu).

Personally, I find it easier to use if you first turn off all the fancy stuff:

Open Explorer
Click View/Details
Click Tools/Folder Options
On the General tab:
Select "Use Windows classic folders"
Click Apply
On the View tab:
Check "Always Show Menus" and "Display Simple Folder view in Navigation pane"
Click "Apply to Folders"
Click OK

The other thing I do is create an explorer shortcut for each of my drives:
Right-drag the Windows Explorer icon from the start menu to the desktop and choose "copy here"
Rename the icon "Explore C"
Right-click, choose properties
Change the Target to %SystemRoot%\explorer.exe /e,"C:\"

It just seems much more likely in Vista to run away from the mouse as you approach the destination folder with drag and drop. They just scroll away rapidly.

I will give your method a try though.

I cant find "Tools" in Vista Explorer
I can find it OK in XP Explorer

I will keep trying
Don't know why that is!
But you can also choose Organise/Folder and Search Options
