chm files are windows help files

the format is roughly html ... and no java ... so the chances of it being a nasty are pretty slim .... why do you suspect it's malicious?

looking on google you have started more threads on this ... and there are others also none of which give the file name in a reliable form
what EXACTLY is the filename?
(almost certainly it's not Buffer Chm)
include any capitalisation, punctuation etc

buffer.chm
bufferchm
bufferchm.msi
bufferchm.exe

all the above appear somewhere .... the general feeling is that they are part of the HP printer install

despite much discussion nowhere can I see any evidence that the file is any breed of malware.

do you have an HP printer?
Question Author
It was listed in programs on CCleaner on the uninstaller tool just as I posted it in my question. I had called security support division of Microsoft who supposedly researched it and told me to remove it, that it was malicious. And yes, I do have a HP Printer that I may need to re-install If I encounter problems. Thank you for your answer.
