How do I install a wired network in my flat

I want to add wired network cabling into my flat and wouod like some advice on how I should go about nstallation. All walls are partition ones with some having skrting boards that hold water pipes.

Should I add cables into skirting boards or under carpet (I have concrete floors - no floorboards or joists)?

I dont really want to cut too many walls!

Apreciate any help.
