what is the difference between a Intel Pentium dual-core 2140 processor and a Intel Pentium Dual Core 915 Processor which is the better one

of the two the 915 has the better spec
Intel have loads of different processors and comparing one with the other is very difficult.

The "915" is part of a series called "Intel Pentium D Processor" and it came out in January 2006

The "2140" is part of the "Intel Pentium Dual Core Processor" series and came out in June 2007.

The speed of the 915 is "2.8Ghz" and the speed of the 2140 is "1.6Ghz" but you cannot compare one with the other because Intel changed the design of their CPUs and made them slower (to save heat) but speeded them up in other ways.

Note that neither of these are part of the latest "Core 2 Duo" range which are the latest excellent Intel processors.

In fact Intel are starting to drop the name "Pentium" and the two that you mention use "older" technology that has been replaced by the "Core 2 Duo" processors.

If you are looking to buy a new PC try to get one with a "Core 2 Duo" CPUs rather than one of these Pentium CPUs.

For the 915 it gets a score of 692

For the 2140 it gets score of 1159 (highest is best)

The 1159 is ranked 41 (so the 41st best CPU) the 915 is ranked at 99 (the 99th best CPU) - lowest is best

So that indicates that the 2140 is better than the 915.

Having said that, CPU speed is only one measure of a computers performance, and if it has a slow motherboard, slow memory and slow hard disk, then a PC with a 2140 would perform "worse" than one with a 915.

But all things being equal go for the 2140.
