They are both fine CPUs for running operating systems like Windows.

There are slight technical differences, but generally you will not be aware which of them you are running.

At the moment Intel Duel Core have the slight edge, but both offer a full range of CPUs from low end to high end.
Currently Intel Core 2 Duo is the performance leader, taking over from AMD.

The Intel Core 2 Duo is a redesigned processor which is why it has improved performance and power usage.

If you want value for money you will currently get that from an AMD, which are still very powerful. If you don't mind paying a bit more, than Intel's Core 2 is a definite yes.
