Whats wrong with win98?

I have a Sony laptop (no CD Rom) with win98 installed (inc cab files). I can download windows updates, acrobat reader etc but they wont install. Also my epson sc58 printer wont work, although software is installed.Have i o/s files missing? I have tried re-runnuig cab files but problems still persist. Can anyone help

Your cabinet or .cab files are the source of system files required by Windows and are often stored locally (with a reference in the registry) to prevent that annoying "please insert your Windows 98 disc" message when installing Windows 98 components. Re-running the setup in the cab directory will re-install the operating system not the Windows updates or any other application (acrobat or the printer software). So the answer is no, you haven't got OS files missing (as you have re-installed the OS) but something is not right as you should be able to install applications unless someone has implemented a strict local security policy.
