Outlook Express attatchment problems?!?

i use outlook express 6 and i have norton antivirus 2003 but i have switched off incoming/outgoing e-mail scanning. however when somebody sends me an attachemnt i can't open it. the message reads; OE has removed access to the following unsafe attachments in your mail: (name)??? Does anybody know how i can access the attachments as i know they are safe????????????????????????
