its a piczo website. so i need one that can be put on using HTML or Javascript

you wont get a html forum. is not possible. javascript maybe. search google. theanswerbank is a javascript forum but im sure theanswerbank people made this themselves.

Neither's possible. This isn't a javaScript forum. JavaScript is just a client-side scripting language; it won't store anything.

You need to be able to use a server-side language such as php as boobesque suggests. If you can't, then you can't have a forum.
