Have you tried using the consolidate library option ?, this copies all of the files in to the official itunes folder in your documents, you can then safely delete any others found elsewhere on your hard drive.

The only way I can think of doing that is using the find option in the Windows start menu for .mp3 files and deleting them all at once then although you need to be careful as loads of games use mp3 files and your obviously going to want to keep them.
in the edit menu, there is an option to display duplicate files.
