Making Tiles Or Charms On Windows 8

My whole new computer buggered up and I finally managed to get it up and running again so pat on the back for this ole woman, BUT am having reinstall loads of things. Now how can I get a normal desktop icon that I have downloaded into one of those tiles or charms things that are there when I press the windows key and not the desktop one. Does anyone understand what I mean? It says click on the icon and pin to start, but that is not what I want. Thank you for a) understanding what I am on about and b) for helping me.

I've never used Windows 8. (I'm not even a great fan of Windows 7; give me good old XP any day!). So I can't claim any expertise here but this looks as if it might help:
