Is it a laptop or a desktop with external speakers.

If external speakers is there a volume control on the speakers themselves.

There are often 3 or 4 places you can increase the volume on a Windows computer, including within an application itself (like youtube or Windows media player) or on the audio icon on the task bar, or within the Windows control panel.
Double click the speaker/volume icon in system tray.
The mixer panel should open.
Slide the wave and CD Player sliders up to one notch down from the top and try again.

If the icon is not there, go to control panel and Sounds & Audio Devices, and find/check the box that 'places an icon in system tray'
