I seem to remember it was a few years ago that it was around, maybe andy willaims did it, as it was about when all of a sudden everyone loved the "watch the girls go by song"

I think you mean Walk Like A Panther, by All Seeing I with Tony Christie.

Walk Like A Panda would have been funnier though :O). Tony Christie had a few hits in the early 70s (Is This The Way To Amarillo?, I Did What I Did For Maria and the excellent theme from The Protectors TV show, Avenues and Alleyways) before the All Seeing I took him down from the musical history shelf in the late 90s.

Lyrics for the song, by the way, were by Pulp's very own Jarvis Cocker.
