12 is correct, this came up on millionaire and the answer was 24 but later they had to give the guy another go because 12 wasn't one of the options!
I know this is very unlikely but in theory, it is possible. Under the Code of Conduct, a player is warned for misconduct and the penalty is increased each time. If the player does it again he/she is penalized a point. He/she is then penalized a game each time it happens again ( I think in the past a set was awarded on the fourth penalty.) That means, in theory a player need play no shots to win a set. In reality the offending player would have been disqualified long before he/she lost the sixth game but that is what the rules say.
