Why do racehorses have these white (?) face/nose collars (?) on them?

You're kidding right?
They wear sheepskin nosebands to make them look down rather than up in the air.
Usually more for show, but it can be used to stop horses with bony faces getting rubbed raw on their nosebands (on the bridle)
They are sheepskin and stop the noseband rubbing the horse. They are also used because they look smart. Red Rum always wore one.
A bit OTT Euph?
they are call shadow rolls and as Euphemia says, are to make the horse look ahead instead of on the ground - gets him/her concentrating on the job in hand.
