Yes, because the vile suety lump is steamed in muslin cloth.
As far as I am aware, Clooty is a dialect form of the word cloth. At one time all suet puddings, whether sweet or savoury, were steamed in a muslin cloth, hence the name. Take ages to cook, but worth it at the end.
