The 18 County Cricket Clubs recently received £1,000,000 each from the ECB. Was this a gift or a loan?

I'm crossing my fingers that that's the case.
Each year the county clubs are given a sum of money from the ECB. The money comes from the earnings of the test side whether that be from ticket sales, sky or sponsorship etc. the county circuit could not survive without this payment but in turn the test side could not survive without the players that the county clubs provide. Also the county sides have to bid for the right to hold international games which may boost their own revenues or not.

Thank you both. I have now found out that the £1,000,000 received by the 18 County Cricket Clubs is a loan only in name. It does not have to be repaid. The information came from the Chairman of my County Cricket Club so is definitely correct. Good news indeed.
