dole are paying fo a course, but course runner is freelance...

my mate is on the dole and the dole have agreed to pay for a course to help him get work...however the courses are too expensive and he has found a professional individual who is willing to teach him one on one for this amount and he feels this is better than a once a week few hour course...

however...she is a freelance and works for a company, but they are not connected with her teaching and are reluctant to allow her to use their name for her tutoring because theyd have to pay tax ( or someting)
so basically the dole are not going to agree to give the cash to an individual, becaue of course they ;would probably think its just a scam to get cash ( it isn;t, this is a genuine and great opportunity for him)

so any ideas how they should work this?

Doesn't sound like a runner. One has to find a course from a provider that is approved by the JC and is within budget. It's the piper who calls the tune.
the dole can only pay for courses that are someway connected to the government! as then they can collect back the fees charged! in no way will they pay an indevidual to teach anyone!
