It's certainly happening in France but, as I understand it, at a much lower level.

There are various packages of help in Ireland - some available to all (a total of €600 discounted on electricity bills through this winter) but most are increases in means tested benefits - for example the Winter Fuel Allowance is now €33 per week if you are below the qualifying income/capital level.
