I noticed these on the home of a Stormont Cabinet Minister near where I live. I'd guess they're for secure communication. In these days of mobile phones are they really necessary?

The antenna might not solely be for voice communication. It could, for example, send signals from security sensors around the property to the police or security services (e.g. if someone enters the grounds without permission a remote alarm might be triggered).
