could he then claim refugee status somewhere in Europe?
It's clear from the way that some of his family members were treated that it wouldn't be safe for him to return to Libya.

I don't know how deeply he was involved in his father's regime - surely is should depend on whether he committed criminal acts, or not? Can the sins of the father always be visited on the son, if the son was relatively clean?

I would imagine so, seems logical and reasonable to assume so to me.
