This may sound a bit unusual but is there anywhere that does practical lessons in either Making a Model Railway and/or Making and finishing a model.
I'm aware that there are plenty of books and also videos on youtube. However theres nothing like being shown by an expert who is able to answer questions.

Perhaps there's " no call for it "?

Hi airbolt, I can't answer your question but my brother might be able to. He makes model steam engines that choo choo their way round people's gardens or take children for a ride at an arboretum. I'll email him and see what he says but it might take him a while to get back with an answer so make sure you 'subscribe' to this post. Of course meanwhile somebody else might answer the question.
BTW what part of the country are you in?
Hmm think you've answered the question grasscarp. My brother thinks airbolt probably means 00 gauge whereas the stuff he builds is 7 and 1/4 gauge.

I'm in the nottingham area . As regards scale I would be going for oo or N in all likelihood.

It might well be that the local model railway club is the alternative to an " evening class " scenario.

In broader terms it struck me that looking thro the syllabus of Evening classes there are languages, cookery and crafts but very few hobbyist courses. I think they would be popular.
